EAST TAYLOR TOWNSHIP SUPERVISORS MEETING

The meeting was called to order by Chairperson Mary Woznak. All stood and pledged allegiance to the flag and observed a moment of silence for our Troops overseas.
Roll Call: Joe Peruso-Present, Robert Spanko-Present, Art Thomson-Present, Randy Vojtowicz-Present, Mary Woznak-Present. Also present: Russ Heiple and Shannan Kester.

GOOD AND WELFARE:
John Peruso: Presenting a subdivision for Dee Peruso’s property, consisting of 2 lots one for John Peruso and one for Dan Peruso.
Motion to approve Peruso subdivision made by Vojtowicz. 2nd by Spanko. All Ayes with Peruso abstaining. Motion carried.
Bob Woloshuck  Parkhill Drive:  Here to request that the Township sign off on another grant application for the Parkhill Storm water Project. The Township agreed to this a few months back but we found out that there is additional funding for federal monies and this requires more paperwork, so the engineer would like the Townships approval to fill this out.
Motion to sign as grantee on the Parkhill Storm water Project made by Vojtowicz. 2nd by Spanko. All Ayes. Motion Carried.
Audrey: Thank you for the road. Tom did a really good job in grading it, but mine road is all messed up, but you guys did a really good job.
Victoria Svencer: The ditch you put in is too low and the water bypasses the culvert and it goes down the road. Peruso- We will bring some stone down and build it back up.

Woznak called an Executive Session for 7:12 P.M. Meeting called back to order at 7:41P.M.
No decisions or votes were taken during executive session.

REVIEW OF THE MINUTES OF THE MONTHLY MEETING OF August 13th, 2009
Motion to accept the minutes from the August 13th, 2009 meeting with the correction of the mileage read on the police report to be 3,897miles instead of 389 miles made by Persuo.2nd by Thomson. All Ayes. Motion carried.

TREASURER’S REPORT
Motion to accept the treasurers report made by Vojtowicz .2nd by Peruso. Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. Motion Carried.
 
BILLS TO BE PAID
Motion to pay the bills made by Vojtowicz. 2nd by Peruso.  Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. Motion Carried.

CORRESPONDENCES:
1. Cambria County Association of Township Officials Convention Date is September 25, 2009: Vojtowicz, Spanko, Peruso, Audrey, Shannan, Vicki Svencer will attend. Shannan will call Vicki and Harriet to see if they are attending.
2. Ad for fall Convention
Motion to place a $ 60.00 full page ad for the fall convention made by Vojtowicz. 2nd by Peruso. Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. Motion Carried.

Sent all past due refuse accounts to the collection agencies and we are getting phone calls and complaints.
The meeting room looks good.

REPORT OF THE ROADMASTER-Joe Peruso
I got some information on trail cams. I think that using these would be really good in all our problem areas concerning illegal dumping. The ones I looked at are infra-red so they won’t flash at night and they send a text message to a cell phone within 2 minutes of capturing a picture, so our police officers could be there right away and catch them in the act. Vojtowicz- How much are they? Peruso- I think around $500.00 a piece. Vojtowicz- How many would we need? Officer Smith- get at least 2. Peruso- we have 3 sites that are problem now, but we can always move them around the Township if need be.
Motion to purchase 3 trail cams from the General Fund made by Vojtowicz. 2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. Motion Carried. 

POLICE REPORT-Read by Mary Woznak
Miles for the month of August 3,741

Fine Money for the month of August $434.18
The training for the Visual Alert is $1,000.00. We will try to shoot for a class sometime in November.  Shannan will get the training set up.
Motion to set up a mandatory training class, if any officer does not attend the mandatory class they will be suspended until they take the class which will be at their own expense and will be reinstated once they have the proof they attended the class.  Also, we will provide a training manual for each officer made by Vojtowicz. 2nd by Thomson.  Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. Motion Carried. 

REPORT OF THE BUILDING SUPERVISOR-Bob Spanko
Meeting room is not quite done yet. Need to finish up the odds and ends. Discussion on the flooring took place.
Motion to purchase industrial carpeting for the meeting room and linoleum for the hallway made by Vojtowicz. 2nd by Thomson. Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-No. 4 Ayes. 1 No. Motion Carried. 
Mary-How about trying to power wash the building? Joe- we will try a section of it and see how it turns out.

ENVIROMENTAL REPORT-Bob Ritchey

SOLICITORS REPORT-Russ Heiple
We revoked the zoning permit for Mr. Shaffer and now his attorney and Kuzmiak are trying to get this resolved. 
No new news with the Dodge.

OLD BUSINESS:
1. Letter was sent for the issue of the grass at the Verizon building
Grass was cut this week.

NEW BUSINESS:
1. Verizon Wireless: Our phones are eligible for an equipment upgrade; offer requires a renewal in of the contract.
Vojtowicz stated just go with the month to month contract until something happens with one of the phones then we will talk about renewing.
