MEETING

The meeting of September 11th, 2008 was
called to order by Chairperson Mary Woznak. All stood and pledged allegiance
to the flag and observed a moment of silence for the victims of September
11th and our troops overseas.
ROLL CALL: JOSEPH PERUSO-Present, ROBERT
SPANKO-Present, FRANK BURNS-Present, RANDY VOJTOWICZ-Present MARY WOZNAK-Present.

GOOD AND WELFARE:
Residents from Rosedale Street: We would
like to know what is going on with the sewage on Rosedale Street. Vojtowicz
stated that they need to go to the sewage authority meeting if they want
all that information.
Spanko spoke on the reason for sewage on
Rosedale Street stating that Mrs. Penrod was denied a septic system and
the only way for her to tap into the sewage was to run lines and pay for
it herself which is around $14,000.00 and the sewage authority approached
us and said with all the people on Rosedale they can put in a bigger line
so everyone can tap in. The sewage authority is lowering the tap in fee
for Rosedale Street to $1500.00 and are purchasing the grinder pumps for
everyone. And at some point everyone is going to have to tap into sewage.
William O’Shea Rosedale Street: It says
on your website that all residents will have to tap in and my question
is does Mrs. Penrod have an existing septic tank. Spanko stated that he
is not sure. Mr. O’Shea asked what about the people on McCleester Lane
and Border Lane; their address is not Rosedale so why don’t they have to
tap in. Vojtowicz stated that anyone over 150 feet is exempt. Anyone within
150 must tap in. It doesn’t matter what the address is.
Mrs. O’Shea: What about Mrs. Penrod
she has 2 houses will she have to tap in both houses. Vojtowicz stated
that she will have to pay for both, any house that is within 150 feet will
have to tap in and if people don’t pay the tap in fee a lien will be put
on the property. Mrs. O’Shea stated that there are more people exempt than
there are that have to tap in. Vojtowicz stated we do not have authority
over this, the only thing we did is amend our Act 537 to allow for sewage
on Rosedale. Peruso stated that the sewage authority is a separate entity
and they can do what they want, the Township has no say over anything the
only thing we do is appoint residents on the sewage authority from our
Township.
Charles Friedhoff and Alfred”Pook” Buterbaugh:
Here from the American Legion of Parkhill and heard about a Veterans Memorial
the Township was putting up and wants to know what is going on with that.
Spanko explained that we are just opening the bids for it tonight so we
are not sure of anything just yet. Pook stated that the veterans should
have been approached. We just want to be involved. All the Veterans in
the Township should be involved in this. Spanko stated that as soon as
we open the bids we will know more of what is going on and give him to
November and he will have everything together and he will get together
with you guys and go over everything.
Slim Semich: Here about the bear
running around in Parkhill. Is someone going to do anything about it because
we have a bunch of kids that run around up there all the time? Vojtowicz
stated that one of our police officers will call the game commission tomorrow.
Mike Margic: 918 William Penn
Avenue: Would like to see how to go about getting a used car sales licenses.
Heiple stated that you need to go through Harrisburg to obtain the permit
and then you need an occupancy permit from us. Vojtowicz stated that you
would need to talk to MDIA about everything involved in opening up a car
lot because they have a lot of codes for a commercial building. Mike also
asked what is going on with the garage across the street because it is
not getting any better. Vojtowicz told Shannan to get the public nuisance
ordinance together for Officer Smith and send him down right away. Mike
also asked if it is legal to bring garbage in from another township. Peruso
stated no that is illegal. Russ stated that when we go to court on this
we will need Mike as a witness.
Rickey Price Jr. 315 Knauer Lane:
I was wondering what the Township is going to do about the railroad ties
on Knauer Lane? You were supposed to send a letter to the Riffles. Vojtowicz:
Russ did you send a letter? Russ: No, I need to get a better grasp as to
what we can do about it. I will meet with you to discuss it. Discussion
on the placement of the railroad ties and setbacks. Woznak- I will make
sure the letter gets sent. Russ- I will meet with you later to discuss
it. Vojtowicz- We were supposed to send a certified letter. Audrey stated
that would do no good because they never answer the door. Vojtowicz said
then we will send an officer down with the letter. Woznak stated we have
to make the attempt to send the letter before we can do anything.
Al Kalina: Thank you for tar and chipping
Pudliner. We greatly appreciate it.
Art Thompson: I would also like
to thank you for tar and chipping Pudliner ahead of schedule. I went to
the water authority meeting and they are looking into a fire hydrant on
Pudliner. They have to do a test for water pressure first but they are
aware of it and are looking into it. Woznak asked if there is any kind
of time line. Art stated they did not give one but he will go to the next
meeting.
Opening of the bids for the Veterans
Memorial
1 Bid received from Shetler Memorial in
the amount of $20,000.00 for the installation of 3 stones, 3 bases, 2 benches,
including design of memorial and 200 names in the price. Additional names
added at a cost of $40.00 each.
Motion to accept the bid from Shelter Memorial
for the Veterans Memorial in the amount of $20,000.00 made by Vojtowicz.

REPORT OF THE CHAIRPERSON- Mary Woznak-
I received a letter from the sewage authority
regarding the tar and chipping of Pudliner and they are not happy. Peruso
stated that he just talked to Maryann Hicks and explained the situation
to her and I said we can’t wait years for this. Woznak stated she is going
to go review the sewage authority minutes also. Please keep my son in your
prayers. He is leaving for Iraq next week.
REPORT OF THE VICE-CHAIRMAN- Frank Burns
Nothing to report
REPORT OF THE ROADMASTER- Joe Peruso
Tar and chipping is done. We got shut
off for anti-skid through IMS already so we are going to try and get it
through Jiggins, but we will be hauling on a State highway if we do that
and they require permits which is $50.00 per truck.
POLICE REPORT- Randy Vojtowicz
We got paperwork for a police grant so
we are going to try and get a grant for a new 4 wheel drive.
REPORT OF THE BUILDING SUPERVISOR- Bob
Spanko
The building is underway out back. I placed
smoke detectors in the building and I would like to get CO2 detectors also.
Chris Selfridge stated not to get the low end ones because the cheaper
ones do not work well at all.
ENVIROMENTAL REPORT- Bob Ritchey
Up at the Saltlick project they put in
a concrete bridge but they don’t have the ponds in yet. I will be going
up in 2 weeks to check on the progress. Also up on Pudliner there is a
pipe up there and is it up to the Township specs? Peruso stated this was
a privet road we had no control over that when it was put in. Bob-Will
the weight requirements change? Peruso- I don’t think so but I am not sure.
Bob-did you put a base down? Peruso- yes we put in a base with 2A and we
were up there for a week prepping the road. Bob- you are going to have
more water runoff up there now and the pipe on Jude Lane is starting to
clog up. Peruso- that is Jackson Township. Chris- Can someone contact Jackson
about that? Peruso- I will.
What about the Mineral Point Playground?
Shannan- The grant was approved and it will start to take shape this spring.
Bob- because that stream is going to be cleaned up now so you might be
able to do something with that. Shannan-we have some ideas for that, so
I will be talking to you about that come spring.
SOLICITORS REPORT- Russ Heiple
My report ties in with old business. I
spoke to Frank Toterie and the Sewage Authority is going to prepare and
Ordinance and cooperation agreement with the Redevelopment Authority. We
will not be involved but we should pass some kind of cooperation resolution.
I will get one together for the next meeting.
OLD BUSINESS
1. Johnstown Redevelopment Authority Progress
report update.
NEW BUSINESS
1. Jackson Township- Electronic copy of
the proposed Multi- Municipal Comprehensive plan. Review and comments within
45 days. Tabled
2. Ordinance Committee Report- Vicki Svencer-
the Ordinance assessment is done. I have given everyone a copy to look
over for the next meeting and we can go over some of it then.
