The meeting of March 8th, 2007 was called to order by Chairman Robert Spanko. All stood and pledged Allegiance to the Flag and observed a moment of silence for our Troops overseas.

Members present: Joseph Peruso, Blaine Hull, Ronald Loya, Randy Vojtowicz and Robert Spanko. Also present Russ Heiple and Shannan Kester

GOOD AND WELFARE:
Philip Urina 343 Pudliner Lane: Here because of the DEP letter sewage letter he received. Spanko responded that the letter is not from the Township and wanted to make the residents of Pudliner aware of the letter from the DEP. Section 4 of the letter wants to know why Pudliner did not tap into the sewage and can eventually force them into doing so.
Mr. Urina asked what their response should be to the DEP. Peruso said just tell them you do not want it. And it is up to the DEP in what do to because Township Law does not supersede State Law.

Unknown Resident 348 Pudliner Lane: Do we have any idea when this could happen? Vojtowicz said no and to contact the DEP and they could tell you more
Don Yeager and Don Togluso from 1st Summit Bank: Here to discuss why we moved our funds from 1st Summit and would like to talk about other funding options from 1st Summit Bank to get the money back to their bank. Supervisors will have a meeting with them at 6:30 p.m. on April 12th to discuss other funding options.
Tom Gleason Mineral Point:  Buying 10 acres of property that has never been subdivided and would like to get this property subdivided. Russ Heiple will call Mr. Gleason tomorrow to discuss this.
Wynona Pudliner 269 Pudliner Lane: Also got letter
Valerie Knipple: Wants to know if we are going to fix the huge potholes in the road. Peruso said in the spring we will be bringing the grater up to fix this problem.
Joe Horton: 127 Eda Lane: did not receive DEP letter and wanted to know if he is still not required to tap into sewage because he sits 300 feet from the road. Peruso said the setbacks for sewage are 150 feet and if he sits 300 feet back he should not have to tap into it. Mr. Horton also said that the Road Crew has done a great job plowing this year and would like to thank the Township for the continuing support on the ETJ Baseball League.
Dan Zurenda: brought more papers for the property Mr. Gleason would like to subdivide. Russ Heiple will look over and call tomorrow.
Wade & Brian Roles: What roads are we planning on grating this year? Peruso said the Township supervisors will be taking a ride in the spring to determine which roads need grated. Wade asked about St. Petka’s Road stated that it hasn’t been touched in 18 years. Peruso said he was just up there plowing and will be up there again this weekend because of a funeral. Discussion about plowing the road and who owns the road ensued with the Role’s stating that they own the road and can close it off if the want to and will prove that their dad owns the road. Spanko said we are also looking into it. Wade also wants to know why the Township will not give his dad a permit to operate a junkyard. He said the Township told them if the put a fence we would issue them a permit. Peruso said that is not true. I am the one who made the comment and I said one of the stipulations of having a junkyard is maintaining a fence around it. Another argument ensued with Peruso stating that we only have to give 2 minutes to residents for Good and Welfare and they have far exceeded that and this discussion is done. Wade stated that they will shut down ST. Petka’s road on May 1st.

Minutes from the February 8th meeting were reviewed.

Treasurer’s report was reviewed.
Motion made by Peruso to accept treasurer’s report. 2nd by Spanko Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.

Bills to be paid were reviewed.

CORRENSPONDANCE:
1. Cambria County Assn. of Township Officials 2007 annual dues are due by June 15th in the amount of $75.00 Motion made by Peruso to renew. 2nd by Vojtowicz. Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.
2.    Greater Johnstown Watershed Association renewal due in the amount of $100.00. 
       Motion made by Peruso to Renew. 2nd by Hull. Roll call Vote: Peruso –aye, Hull – 
       aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried. 

REPORT OF THE CHAIRMAN:

REPORT OF THE ROAD MASTER:
Will be plowing St. Petka’s road this weekend for the Funeral. May have to take a police officer with me.

POLICE REPORT:
Fine money for February 2007: 525.35. Total fine money for 2007: $ 1,175.93. Fuel used for February 2007: 270.6. Total fuel used for 2007: 549.6. Number of calls for the month of February: 289
Also would like to get an ordinance in place for sex offenders who live or plan to live in the Township. Russ will get something put together for the next meeting.

REPORT OF THE BUILDING SUPERVISOR:
Motion made by Spanko to pay Oppy construction for the doors and windows they put in. 2nd by Peruso. Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.

ENVIROMENTAL REPORT:
Dirt and Gravel Road proposal needs to be put in. Peruso said it is in already.
Mr. Ritchey said he is on the Greater Watershed Board if we need to know anything that is going on.
The new developments that are in the process of going in need we need compare them against the Stormwater to see if we have any existing Stormawater on adjacent properties.

SOLICTORS REPORT:
Need to get with the supervisors to set up a time to have a public meeting on the rezoning issues.
Also will get information on the Sex offenders and Landlord ordinances we would like consider enacting. 
Mr. Ritchey stated that he would be more than glad to sit down with Russ and help him go through our current ordinances and reorganize them.

OLD BUSINESS:
1. Industrial rugs: Motion made by Vojtowicz to have Spanko picks best rug company. 2nd by Peruso. . Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.
2. Stormwater and Zoning rates: Motion made to table until The Board can look over information by Vojtowicz. 2nd by Peruso. 5 ayes. Motion carried.
3. Landlord-Property Ordinance-tabled until next meeting.

NEW BUSINESS:
1. Vicki Svencer Final Audit Report: (see attached) also, fix the motion lights outside.
2. Cancellation of bonds for Diane Wentz: Auditors to sign one and Dennis Kotzen to sign one.
3. PSAB: Grant Seminar: Motion made by Peruso to allow secretary to attend the workshop at the cost of $120.00. 2nd by Vojtowicz. Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.
4. Starting a Township Website: Motion made by Vojtowicz to purchase a 5 year set up for a website at the cost of $433.15. 2nd by Peruso. . Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.
5. PEMA 22nd Annual Weather Exercise: Dave Davison explained that on March 15th at 9:00 the 911 center is having a workshop on emergency management. They will be giving out scenarios to see how we would respond. Dave suggested that as many Supervisors attend as possible. Dave will be there and also Shannan Kester and Robert Spanko. Dave also stated that in 2002 he got a tons of gravel donated and it is gone. Where did it go? The Board has no idea. Dave made the suggestion that we get it back. Stating that we need it in case of an emergency especially since we have 3 reservoirs in the Township.
6. NOAA Weather Scanner: Motion to purchase a weather scanner made by Hull. 2nd by Peruso. Roll call Vote: Peruso –aye, Hull – aye, Loya – aye, Vojtowicz - aye, Spanko- aye. 5 Ayes. Motion carried.
7. Spring Clean Up: May 7th. It will be advertised and as always there will be certain stipulations as to what the residents can put out.
8. Advertise for CDL Drivers: the Board said no CDL drivers are needed at this time.

    Bob Ritchey stated that the Stormwater seminar he and Spanko attended they got in for free.
   Vicki Svencer: Did an Interim audit on Diane for the day she worked in January. That audit is completed.
