The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.

Mary Woznak- Before we go into good
and welfare I want to share something that I read. I was reading the Johnstown
Magazine and there was an article in there about a Jessica Wagner from
Echo, who is founder of Soup Warms the Heart which is a program that collects
canned soup and then gets donated to help the less fortunate. I was very
impressed to see this and we at East Taylor think this a wonderful program
you started. It is great to see someone take initiative and do these kinds
of thing. That said, the East Taylor Township Board of Supervisors would
like to present Jessica Wagner with an Outstanding Citizenship Award for
East Taylor Township. We would like to thank you and say keep up the good
work. Jessica: Thank you very much.

Mary Woznak: We had a workshop
on Wednesday to see about rezoning the area of West Point and we wanted
to see how the residents of the area felt about. And one of the reasons
for this was that Lisa Hagerich wants to raise Alpacas. Discussion on rezoning
and Alpacas ensued. Motion made by Vojtowicz to allow Lisa Hagerich to
raise Alpacas. 2nd by Thomson. All Ayes. Motion Carried.
Jack Foust: Supervisors sent the
State Police to my house about a machine gun and I want to know why and
who sent them. Woznak: The State Police came because of a comment
that was made. Vojtowicz: We are not discussing legal issues
at a meeting, do you have anything else? Mr. Foust: Yes, I want
to know why the police were at my house. Vojtowicz: I said we are
not discussing legal issues at a meeting. So do you have anything else?
Mr. Foust: Yes I want to know why they were there. Vojtowicz:
I am not telling you again that we will not discuss this here, so you either
have something else or you need to leave. Mr. Foust: So you are
telling me that you don’t own that road and that you aren’t going to do
anything about it. Spanko: We have been taking care if it for at
least the last 3 years. Joe’s dad worked on it. If you maintain it, it
is yours. We are going to tar and chip that road this summer ok Jack?
Mr. Foust: Ok thank you.
Randy Cortez: Here to present a
subdivision for Mary Kemp. She currently owns a L shaped lot on Briggs
Ave and wants to subdivide this for her niece to build a house. Supervisors
and Solicitor reviewed subdivision..
Motion to approve the Kemp subdivision
pending the paperwork from the sewage and water authority made by Vojtowicz.
2nd by Spanko. All Ayes. Motion Carried.
Chris Selfridge: I am here again
because of my pipe problem. It needs fixed.
Motion by Vojtowicz to get Chris’s problem
taken care of before the next meeting made by Vojtowicz. 2nd by Woznak.
Roll Call Vote: Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. All
Ayes. Motion Carried.
Vojtowicz: They will get it started
next week.

Motion to nominate Jessica Wagner for
the PSATS Youth Awards made by Woznak. 2nd by Vojtowicz. All Ayes. Motion

REPORT OF THE CHAIRPERSON-Mary Woznak
Our Summer Youth Worker, Brianna, has
helped us considerably. She helped me get out over 200 letters and in the
past few days we have gotten about $2500.00 in payments, either in payments
or payments in full. A lot of people are paying now. And we have a lot
who never responded yet.
Bob Ritchey: how do you know if
people are paying now, since the Township is not handling the billing?
Woznak- We can contact Pro and see if they will give us a list of
non-payments.

REPORT OF THE ROADMASTER-Joe Peruso
Absent.
Bob Spanko-Put in 80 feet of 15
inch pipe and culvert on Hunt and Hickston, which was paid for by the Dirt
and Gravel Road grant we received. Woznak-How are the summer help?
Spanko- good when they show up. Overall they are doing well. Also
I had a complaint about the Cruiser, the brakes are squealing. Vojtowicz-We
need to take it to a regular Dodge Dealer or someone who specializes in
brakes. Bob- Ken what’s your take on it? Ken- Nothing wrong
with them, they just squeak, but they work fine. Vojtowicz- Take
them and get them checked out first before we do anything.

REPORT OF THE BUILDING SUPERVISOR-Bob
Spanko
Would like to change out the lights in
the meeting room. Vojtowicz- why don’t we just redo the meeting room.
Discussion on redoing the meeting room
with the decision that Art Thomson will get the costs of redoing the meeting
room.
The board also decided to donate some
of the old filing cabinets to businesses or nonprofit organizations in
the area in the area as long as we receive some kind of thank you letter
from them for our records.
ENVIROMENTAL REPORT-Bob Ritchey
What about the dry hydrants? Shannan-
I called and talked to them and they said they don’t have any and they
don’t know where you got it from that they had any. Bob Ritchey-
I gave them the hydrants 4 years ago. I will call them and find out.
SOLICITORS REPORT-Russ Heiple
Getting information on the Dodge Durango
concerning the mileage issue.
OLD BUSINESS
Veteran Memorial update:

NEW BUSINESS
1. United States National Park Service:
request for us to cut StapleBend Tunnel with boom mower
Motion made for the Township to cut the
StapleBend Tunnel and only charge for fuel and a few man-hours made by
Vojtowicz. 2nd by Thomson. All Ayes. Motion Carried.
2. Letter from attorney John Kuzmiak
regarding Zoning Ordinance violation
Motion made to revoke zoning permit to
Mr. Shaffer made by Vojtowicz. 2nd by Thomson. All Ayes. Motion carried.
3. Motion to set up a mandatory training
on Visual Alert and once training is completed the officers are
to use it and no longer use the old program. Also if an officer cannot
attend training, they will not be scheduled until they complete the training
made by Woznak. 2nd by Vojtowicz. All Ayes. Motion Carried.
