PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

Meeting was called to order by Chairperson Mary Woznak. All stood and pledged allegiance to the flag and observed a moment of silence for our Troops overseas.

REVIEW OF THE MINUTES OF THE MONTHLY MEETING OF December 10th, 2009 Meeting
Motion to accept the minutes of the December 10th, 2009 meeting made by Peruso.  2nd by Spanko. All Ayes. Motion Carried.
Vicki- What are you going to do about the TV? Vojtowicz- I looked into it and it had to be handled by the auditors.

TREASURER’S REPORT
No Treasurers report due to the early nature of the meeting

BILLS TO BE PAID
All bills received by December 31st, 2009 have been paid for end of year accounting purposes
Motion to pay the bills made by Vojtowicz. 2nd by Peruso.  Roll Call Vote: Peruso- Aye, Spanko- Aye, Muchler- Aye, Vojtowicz- Aye, Woznak-Aye. All Ayes. Motion Carried.

1. Conemaugh Valley Conservancy Membership: $50.00 per year
Motion to pay the membership of $50.00 made by Woznak. 2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko- Aye, Muchler- Aye, Vojtowicz- Aye, Woznak-Aye. All Ayes. Motion Carried.
ETJ Baseball: Requesting our annual donation of $1000.00 made by Peruso. 2nd by Vojtowicz. Roll Call Vote: Peruso- Aye, Spanko- Aye, Muchler- Aye, Vojtowicz- Aye, Woznak-Aye. All Ayes. Motion Carried.

Thanks for everyone’s patience for me not showing up.
Motion to appoint Rickey Price as Assistant Chief made by Woznak. 2nd by Vojtowicz. All Ayes.  Motion Carried.
Spanko: Is this a new position? Woznak- yes so he can help out the new Chief. Also I have a complaint with a trailer on 460 Donruth Lane. Vojtowicz: Turn it over to the police Department

ENVIROMENTAL REPORT-Bob Ritchey

SOLICITORS REPORT- Russ Heiple
This was filed by the union because we did not bargain the personnel policy and the PA Labor Relations Board Hearing continued until April 14th, 2010.
Spanko- Did everyone see sewage went up again? Vojtowicz- yes so they can pay for all their projects. Muchler- My problem with that is they will take loans out every time they do something and they raise our rate. 
Discussion on Sewage issues and rates increases ensued with the supervisors agreeing to attend the Sewage Authority meeting in the 14th of this month.

OLD BUSINESS
1. Optimus Risk Services: Workers Comp. Consultation findings-tabled

NEW BUSINESS
1. Anti Harassment Policy
Motion to adopt the Anti Harassment policy and to have the training involved along with the implementation of this policy for January 17th, at 12:00 P.M. Training will be mandatory for all employee’s and Supervisors. If an employee messes the training they cannot work until training is received made by Vojtowicz. 2nd by Peruso. All Ayes. Motion Carried. 

2. East Taylor Volunteer Fire Dept.: Approval for a New Fire Police officer, Michael P. Pavcik
Motion to approve Michael P. Pavcik as a Fire Police Officer made by Vojtowicz. 2nd by Peruso. All Ayes. Motion Carried.

Vojtowicz- in light of all the problems with the Police Department we need to get structure here I make a motion that we hire the Police Chief as full time Monday through Friday 6 A. M. to 2 P.M. with 1 year probation period with no benefits or pension within the years probation period and the Assistant chief work Saturday and Sunday 6 A.M. to 2 P.M. and let the other shifts 2-10 and 10-6 be filled by the other officers.
Discussion on making the Police Chief full time ensued.
Spanko- Russ do we have to talk to the union about this. Heiple- No, the Chief position is different.
Vojtowicz rescinded his motion and the matter was tabled until the next meeting to get more information.

Motion made to have Ken Smith, Police Chief, work Monday through Friday 6 A.M. to 2 P.M. effective immediately made by Vojtowicz. 2nd by Muchler. All Ayes. Motion Carried.

Motion to adjourn made by Vojtowicz. 2nd by Peruso. All Ayes. Motion Carried.
