EAST TAYLOR TOWNSHIP
SUPERVISORS MEETING: January 5th, 2009 7:00 P.M.
PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE
The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.

GOOD AND WELFARE:
Dan Yahnert- 109 WestPoint Road-
Here representing my daughter, we have a pipe down there and it keeps backing
up and washing everything out and it runs over the road and freezes and
we were wondering if we could get something done about it. Peruso- you
need a bigger pipe down there and I will have to get DEP involved in that
for permitting. Audrey Vojtowicz- When we put water lines
in we are going through WestPoint Road to Pudliner, we have a map on the
wall over there I can take you in and show you where it is going. Mr.
Yahnert- Ok that might help us on both ends. And that turn, my
daughter will give you permission to tear up through there. Spanko- we
addressed that these last few weeks and we will get it taken care of. There
is quite a bit of work to do there.
Robert Major -166 WestPoint Road-
last winter the bank collapsed and the hillside is coming down and I don’t
want it to take out all my pine trees. Peruso- I will be down to
check it out and see what we can do.
Dan Yahnert- Put Dani on the Recreation
committee. She is interested in helping out. Peruso- Have her contact
Shannan.
Kim Miller- Bartlebaugh Road: You
need to get the ditch cleaned out. Mr. Marsh has a ditch and it washes
out my driveway and then my basement floods out. Peruso- We are
going to get that graded, we have neglected grading but I can bring up
the backhoe and get it cleaned up. It won’t do what the grade will do but
it will do ok for now. Bob and I will be up tomorrow. Mrs. Miller-
come up around at 1:00 if I am not home I will put stakes out so you can
see where the problem is. Vojtowicz-They will be up tomorrow.

MEETING OF December 11th, 2008
Motion to accept the minutes of the December
11th, 2008 meeting made by Vojtowicz. 2nd by Thomson. All Ayes. Motion
Carried.
TREASURER’S REPORT
No treasurers report due to the early
nature of the meeting.
BILLS TO BE PAID
Motion to pay the bills including Decembers
Pro Disposal bill at approx. $14,201.00 made by Vojtowicz. 2nd by Peruso

CORRESPONDENCES
ETJ Baseball: Requesting an annual donation
of $1000.00 for the 2009 season
Motion to donate $1000.00 to the ETJ Baseball
League for 2009 out of the recreation fund made by Vojtowicz, 2nd
by Peruso.

Kiski- Conemaugh Stream Team: Request for
donation. Tabled until we get more information to see if our school involved
with this.
REPORT OF THE CHAIRPERSON-Mary

I have a letter from the State Representative
for a Forum Event on the Economy Monday January 12th from 6-8. Vicki Svencer,
Art Thomson and Mary Woznak to go weather permitting.
REPORT OF THE VICE-CHAIRMAN-Randy

Motion to advertise that there will be
a vacancy at the upcoming election for a 5 year supervisor position and
also advertise for volunteers for our various committees made by Vojtowicz.
2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye,
Woznak-Aye. Ayes. Motion carried.
REPORT OF THE ROADMASTER-Joe
Peruso
Got the big truck back, but we need to
fix the other one. The steering box is rusted out. I am going to try and
pull it off and patch it up because a new one runs about $1500.00. If need
be I will order the part.
Spanko- I would like to look into getting
electrical service for the new pole building.
Motion to get prices on new electrical
services for the pole building and the office made by Vojtowicz. 2nd by
Woznak. All Ayes. Motion Carried.
Motion made that after we get 3 quotes
on the electrical service, call 3 supervisors and get 3 approvals for the
service to be put in made by Vojtowicz. 2nd by Thomson. Roll Call Vote:
Peruso- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye.
Ayes. Motion carried.
POLICE REPORT- Art Thomson
I have looked over the rules and regulations
for the police department and the Board that drew them up never signed
them. I went over it and need the Board to sign them. Tabled until Russ
looks them over. Nancy Furman stated that is just a copy and the original
signed one is here.
The dog catcher retired and I am looking
into that.
I am looking into some grants to get a
modern system for the police station called Insync for the police cars,
when an officer is at a call they type it in the computer in their car
and it downloads to the office and makes it easier for their end of month
reports. They sent me 2 quotes one for renting and one for the purchase
of it and I think purchasing it would be the way to go. Vojtowicz- how
much is it? Thomson- to purchase it $15,524.00 and that comes with 24 hour
support. Vojtowicz- before we spend $15,000 on a new system they need to
learn how to use the one they have back there that we spent $5000.00 2
years ago and they still aren’t using it. They aren’t going to be able
to run this system. Woznak- who else uses this system? Thomson- Johnstown,
Jackson and I think Ebensburg.
Vojtowicz- when’s the police contract
coming up? Thomson- Next year
REPORT OF THE BUILDING SUPERVISOR-Bob
Spanko
I called Steve Sewalk about our Act 537,
it’s not done yet but everything is in motion so by the middle of the month
everything should be done.
And the Veterans Memorial can I order
them? I need at least 3000 I got prices from Valley printing at $128.00
and Staples is $266.00

ENVIROMENTAL REPORT-Bob Ritchey
Absent
Woznak- in the December PSATS book there
was an article about the State being willing to give money to help clean
up illegal dump sites. Is this something we would be interested in because
the grant applications are available? Shannan will get the grant application
for the next meeting so we can look it over.
SOLICITORS REPORT-Russ Heiple
The paperwork for the Municipal Authority
is done.
The tax claim Bureau has 2 properties
going up. I will fax that information to Shannan.
OLD BUSINESS
1. Outdoor Furnaces- Spanko- I
would like to start having workshops in March. Woznak- we need to have
more than one workshop on this.
Motion to advertise for a workshop March
12th, at 6:00 P.M. to discuss outdoor furnaces with the regularly scheduled
meeting immediate following made by Vojtowicz. 2nd by Peruso.

NEW BUSINESS
Mountaintop Technologies: Spoke
to Deb and we are not getting the $25,000. We get possibly $18,000.00.
We can only spend the money on what we asked for. They need a letter from
us stating that we can still purchase the 4 wheel drive and if not we need
to submit another request for what we need.
Vojtowicz- We set aside $10,000 for a
new 4 wheel drive so even if we get $18,000 in a grant that will cover
it. Go ahead and send them the letter.
