Meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.

Report
There was a discussion the inventory report
submitted by the Police Department with concerns over a missing shotgun
and a missing charger for the Taser Gun. Spanko-was the shotgun ever here?
Vojtowicz- at one time it was here. What about the charger for the Taser?
Chief Smith- No one has any idea where that is. Vojtowicz- do the auditors
have any recommendation for this? Vicki- I don’t know. Spanko- What is
the problem? Vojtowicz- He didn’t do his job. Do you get paid to do your
inventory downstairs? Spanko-Yes. Vojtowicz- Then you are an employee and
if you don’t do it correctly then you are not doing your job.
Woznak- There is a TV listed on the inventory
that was not approved for purchase and the money did not go through the
Township accounting system.
Chairperson Woznak called an executive
session at 7:29 P.M.
Meeting readjourned at 7:51. No votes
were taken. No decisions were made. Personnel issues discussed.

REPORT OF THE VICE-CHAIRMAN- Randy Vojtowicz
We need to make a few amendments to the
personnel policy.
Motion to add Veterans Day as a
paid holiday for non unionized employees with retroactive pay for
2009 made by Vojtowicz. 2nd by Peruso. Roll Call Vote: Peruso- Aye, Spanko-
Aye, Muchler- Aye, Vojtowicz- Aye, Woznak- Aye. All Ayes. Motion Carried.
Motion for holiday pay to state:
Holiday Pay is considered your regularly scheduled hours for the day. If
you work the day before the holiday and the day after you are entitled
to holiday pay at your regularly scheduled hours for the day. If an employee
is scheduled to work a regular shift on a holiday, the employee shall only
receive time-and-a-half for the hours worked made by Vojtowicz. 2nd by
Woznak. All Ayes. Motion Carried.
We have situations with employees who are
off work for extended periods of time and we do not follow the FMLA because
we have fewer than 50 employees. I think we should set something up and
follow the FMLA guidelines.
Motion to allow non unionized employees
up to a total of 12 weeks of for medical issues and leave of absences with
the Supervisors reserving the right to fill the position if they deem necessary
after the 12 weeks. The Contract for unionized employees will supersede
this giving unionized employees another 30 days of time off. To be effective
immediate made by Vojtowicz. 2nd by Muchler. . Roll Call Vote: Peruso-
Aye, Spanko- Aye, Muchler- Aye, Vojtowicz- Aye, Woznak- Aye. All Ayes.
Motion Carried.
There is a House Bill in right now
that will require Townships who rely on State Police for coverage that
will have to pay a per capita tax. For our Township the cost if
the Bill passes would be $17.00 the 1st year, $34.00 the 2nd year and $
52.00 the 3rd year, which going into the 3rd year will be an extra $104,000
for Police coverage. So we need to get things rectified and be sure we
have 24/7 coverage. Spanko- you are hurting me without the
coverage. What about Dagastino, when is he coming back? Chief Smith-
6 more weeks at least. Muchler- We need to send him a letter.
Vojtowicz- Russ draft a letter to Dagastino and have it ready
for us to look over at the Special Meeting in Feb.

REPORT OF THE ROADMASTER- Joe Peruso
Absent
Spanko- a lot of trucks
broke down. The plow on the small dump broke. Bought tires for the truck
and backhoe. WE are going through a lot of material and man-hours. Vojtowicz-
is that little dump truck shot? Spanko- no, but Joe and I
are going to wait until spring and see if we can find another used one.
Vojtowicz- What are we doing
with the old police car? Discussion on what to do with the Ford Explorer
ensued.

REPORT OF THE POLICE COMMISIONER- Jeff

POLICE REPORT- Chief Smith
1-There is a list of all calls the
Department made in your packets. The Supervisors also have a list
of our stats. For last year, which were 36 traffic citations, 20 non traffic
citations and 10 criminal citations for a total of 66. That will change
going into this year.
2-I am requesting that the Supervisors
make a motion that all uniforms be 1 color.
Motion that all uniforms are to be gray
made by Vojtowicz. 2nd by Muchler. All Ayes. Motion Carried.
3-There are numerous things that
need to be destroyed in the Police Station.

4-There will be quarterly employee
evaluations done for all Officers starting in March. Supervisors will be
given a copy of these when they are completed.

After the last meeting I prepared the
addendums for the Union Contract to resolve issues but the only problem
we have is issues with Risko.
And the PA Labor Relations Board hearing
is still on for April 14th, 2010.
OLD BUSINESS
1. Optimus Risk Services: Workers
Comp Consultation Findings
Woznak- I went over a lot
of this stuff with Joe and we have to address some of these issues. Woznak
went over the issues in the Public Works Department.
Woznak- I would like to
start working on all these come spring and get these issues resolved.
Motion to institute an amendment
to the personnel policy requiring drug and alcohol screening if an
employee or volunteer is in a reportable vehicle accident and to institute
a physical exam when hiring new employees made by Vojtowicz. 2nd
by Muchler. All Ayes. Motion Carried.
